OCTOBER 13, 2009: Army Still Top Rights Abuser

A government institution yesterday indicted the national army for continuing to torture civilians despite their intensified sensitisation and awareness about human rights observance.

The Uganda Human Rights Commission, created under the (amended) 1995 Constitution, says in a new report that even after they and other private actors taught security forces across the country basics of human rights, the Police still huddle suspects in tiny cells while the army maltreat detainees in strange ways.
